Cover the crockpot and set it to low overnight. In the morning remove the turkey necks from the crockpot and drain off any remaining water.
1. Take a medium sized bowl and mix together 2 cups of flour, 1/2 teaspoon salt, 1/4 teaspoon pepper, 1 tablespoon baking powder, and 1/2 cup cold butter. Cut the butter into pieces and place in a food processor along with the dry ingredients. Process until the mixture resembles coarse crumbs. Add 3 tablespoons milk and process again until the dough comes together. Shape the dough into a ball and wrap in plastic wrap. Refrigerate for 30 minutes. 2. Preheat oven to 350 degrees F 175 degrees C. Line a cookie sheet with parchment paper. Roll out the chilled dough between two sheets of waxed paper to about 1/8 inch thick. Remove top piece of waxed paper and cut out circles using a glass or jar. Place the circles onto the prepared cookie sheet. Bake for 10 minutes. Turn the cookies over and bake for another 5 minutes. Cool completely on wire racks.
